Over 70% of Ugandan households depend on livestock, yet an estimated 44.5 million animals remain at risk of Foot and Mouth Disease (FMD), a threat that has for years disrupted trade, reduced household incomes, and weakened community resilience,” remarked Hon. Bright Rwamirama, Minister of State for Agriculture, Animal Industry and Fisheries.

In response to this urgent challenge, the Government of Uganda, through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and partners, launched a bi annual nationwide livestock vaccination campaign aimed at eradicating FMD and protecting livelihoods across the country.

In support of this vital national effort, Housing Finance Bank has introduced a game-changing digital platform – HFB VacciPay. The platform empowers farmers to conveniently make vaccination payments anytime, anywhere, ensuring that no farmer is left behind in the fight against Foot and Mouth Disease

Speaking at the launch of the HFB VacciPay, Housing Finance Bank’s Chief Operations Officer, Mr. Opira Michael, described the initiative as a transformative partnership between the Bank and MAAIF. He emphasized that this collaborative effort is geared toward safeguarding farmers’ livelihoods, preserving the integrity of the agricultural sector, and promoting long-term sustainability.

“For decades, Foot and Mouth Disease has threatened communities, undermined earnings, and slowed economic progress. Today, we choose advancement. Housing Finance Bank stands with our farmers as partners in strengthening and feeding our nation,” Mr. Opira stated.

Through HFB VacciPay, farmers can conveniently register at MAAIF district offices or at any Housing Finance Bank branch and Agents. Payments can be made via USSD *225*10# for those with feature phones, or through the Bank’s Agent with a smart device that can enable payment via web application.

This innovation reflects Housing Finance Bank’s commitment to scalable, homegrown solutions that promote financial inclusion and national development – ensuring that farmers in all regions can participate seamlessly in the eradication of FMD.

The Honorable Minister further explained that each vaccine dose costs UGX 8,000 and UGX 4000 depending on Size , and farmers will only pay for the doses they receive. Vaccines will be collected from District Veterinary Officers, ensuring organized and well-managed distribution across the country.
